In other words, for those that don't understand what Kjartan means, items will have a chance to pop after a shutdown.

I've changed it so the sparse reset with no good items only happens after an actual crash; after a deliberate shutdown, reset will be as usual. This will start happening after the next crash or reboot (that is, the next deliberate reboot will still be sparse, unless we crash first.)
